[horde] Should CalDAV clients be able to create calendars?

All,

I just setup Horde 5.2.22 groupware on Debian 9 Stretch, PHP7 via PEAR.  I'm really impressed with Horde, it's much more feature complete than OwnCloud, thanks for all the hard work!

Two questions:

1.  Should CalDAV clients be able to *create* calendars?  I get errors with that.

I can connect iCalendar (OSX 10.9 Mavericks) to Kronolith and see calendars, can add events and all of that works with Horde ; the Reminders app works as well.  However if I try to create a calendar in iCal I get "The request (CalDAVAddCalendarQueueableOperation) for account “Horde_Account” failed ".

2.  My log has a number of messages which don't seem right, should I be concerned?  It might be related to the above error:
