[horde] Check for newer versions does not detect updated packages

I recently did a little cleanup and upgrading on my system and
afterwards I realised that when I click on the "Check for newer
versions" button on the configuration page, horde suggests there are
packages with newer versions available, even tough those packages are
just upgraded to the suggested versions already. So for some reason
horde can not detect the upgraded packages.

I tried restarting apache and cleaning the caches already to no effect.

I think that I broke some things but don't know what. Horde is 5.2.18
and php is 7.1.

Horde applications (imp, kronolith, turba, ...) are up to date and are
correctly detected. The problem seems to be only with the packages
named as Horde_xxx, like Horder_ActiveSync, Horde_Alarm, etc...
