To answer your question: Horde 5.x Groupware works fine on debian 9
"stretch" - from the debian repos! We have saved ourselves a lot of
horde PEAR problems (and we are working fine with php 7.2) by NOT
installing from PEAR. Of course, we are still at 5.17 instead of 5.22
or 5.23, etc. - that's to say we don't update as often, but it's more
stable for us.
