Not from Horde, no. You can import mbox or eml files individually into  
a mailbox, but not an entire folder structure.  A mass migration from  
1 mail system to another would be better handled on the IMAP server  
side with whatever tools are available for you specific server.

Yes, via IMAP ACL support.
