[horde] New install of webmail edition 5.1.17 gives blank squares without words/links on top of admin config pages

You're probably running an outdated version of Horde_Text_Filter and  
PHP 7.3. This is a known problem and was fixed in December last year.  
We do not support installation of Horde from any other source than the  
PEAR repository, so you'd need to change your installation source.
