Ah, right. That's not PHP 7 specific, but the statement still stands
otherwise. It's a E_STRICT warning, which you can silence by
configuring the debug_level appropriately in conf.php.

Depends on how you configured PHP to store session data. If it works
intermittently, it's probably not a permissions issue though.

Hard to say without knowing what your apache rules are.
