[horde] Postgresql 10 compatibility

Are there any updates available to deal with incompatibilities
with postgresql 10+?  I've installed horde using pear, getting
horde 5.2.21, and also using the horde-git-tools where the
Horde/Db/Adapter/Postgresql/Schema.db files are identical.  Both
throw 'Undefined column...increment_by does not exist.

I was hoping that the horde-git-tools approach would have the
latest development branch available, but haven't figured out how
to access it if it's available.

BTW, the only way I could get a fresh install of horde to get
beyond the basic configuration setup was to create all the
postgresql horde tables from an old database --schema-only dump.
The documentation implies that this should work with a previously
created database with no tables defined.
