PHP 7.0.33 was EOL-ed well over a year ago: https://www.php.net/eol.php

All of the PHP versions that are currently supported:  
https://www.php.net/supported-versions.php are good to go with Horde.  
Make sure you're not only current on the PHP version, but also on the  
PEAR packages.
