her an answer to your 1st question:
in user-settings -> webmail -> compose -> click here, to open all  
mailto:-links with webmail
(in German: Benutzereinstellungen für Webmail -> Erstellen -> Klicken  
Sie hier, um alle mailto:-Links in Webmail zu öffnen. )

The provided link is something like:
https://YOUR.HORDESERVER.DOMAIN/horde/services/prefs.php?app=imp&group=compose#


Regarding your 2nd question, only a fast shot:
https://YOUR.HORDESERVER.DOMAIN/horde/imp/dynamic.php?page=compose&popup=1
- but I'm not sure, if this will work.
