[horde] Install horde via pear failing

Hello,
  I'm trying to do a new install and it's been a while since the last time
I did this.  I'm following the instructions on the horde website for the
webmail.

  It's failing when doing this command:
webmail-install
PHP Warning:  require_once(/var/www/webmail/lib/Application.php): failed to
open stream: No such file or directory in /usr/bin/webmail-install on line

  The Application.php really does not exist as that location. It seems like
not all the files get installed during this step:  pear install -a
horde/webmail

  Any ideas on what I'm missing?

ubuntu 18.04
php 7.2
