[horde] only english language after reinstall horde

Hi,

I was reinstalling Horde on a new server.

It went all good, but on the Login Screen the choice of languige is  
always English, automatically.

And if I change it to German, or not, makes no difference after login,  
as its all English inside.

What can be the root cause?

I have these locales installed:

# locale -a
C
C.UTF-8
POSIX
de_DE
de_DE.iso88591
de_DE.utf8
deutsch
german
