[horde] Trying to onboard again for h6

The first set of goals is aiming very low.

I have imported the FRAMEWORK_6_0 branch from the maintaina-com fork and
published it on packagist
horde/test - Packagist <https://packagist.org/packages/horde/test>

This is a dependency of horde/exception which in turn is a dependency of
almost anything horde.
I want to bootstrap a whole ring of horde 6 alpha libraries on packagist to
simplify the testing pipeline.
These are expected to have some issues with PHP 8.1, 8.2 - which will be
fixed in subsequent patches and releases

If you can contribute, please create patches against the FRAMEWORK_6_0
branch of each repo onboarded to packagist.

The next goal post is to create anything needed to run the horde base app
("Horde") on PHP 8.x off packagist.org - that's going to take a while. Wiki
updates and status mails as I go along. We will find severe bugs.
