I double checked this because it strikes me as odd that I would have
omitted turba.

I haven't. It's also properly released to packagist. horde/turba -

Seems like github-clone-org failed to properly update your developer
instance. Please update git-tree/horde/turba manually via git pull
--rebase until this is adressed.

I need to check and possibly fix this in horde/components.
