[horde] 2025/23 releases - The path towards beta

I have users reporting this but I can't reproduce it. I have the impression
this comes from polluting the list of include paths with something else on
the system. I don't see it in my developer instances, In don't see it in my
production instance or in horde.org or anywhere else.
