[horde] Fresh Install - not finding maildir mail

My original setup doesn't have a backends.php for imp.

Additionally, I tried it in the new setup with and without backends.php.

Same result.

I'm working to identify what the problem is by turning on rawlogs for Dovecot.

The server is still delivering new messages to the Maildir, so that  
hasn't changed either.

I'm guessing there is a prefix issue or some other bad assumption I've  
made about how things work.
