[horde] Running latest "stable"

With minimum-stability set to RC, there are still a bunch of issues  
with imp downloads and other items.

However, if I set it to dev, then most of those issues are cleaned up.

My intention was to go through the "stable" version and validate any  
of the left over issues.

Let me know if this has already been completed or if you'd like me to  
proceed, what the testing plan would be.
