[i18n] translation helper script

I just added a commandline tool to create and maintain translations to the
HEAD branch. You'll find it in horde/po/translation.php.

A short (uncomplete) description and user guide is in the file USAGE.

I'd appreciate if a lot of people can test this script and report any bugs
to this list. Be sure to read USAGE before playing with it.
