[i18n] Cannot display Chinsese, Janpanese, Russian, Koren Character

Dear all,

I have install Horde, IMP into my linux box,
but when I login into the IMP(using chinese, japanese, koren or Russian), all the characters is display ????.

however if I use english, dansk, czech,....(not dobule byte word, I think) it display correct,

I am using linux 
mandrake 8.0 (2.4.3)
php 4.1.2
mysql 3.23.47
apache 1.3.23
horde 2.2
imp 3.1

It really really make me in trouble and tired.
