[i18n] Thai translation

Hi,

I have installed horde and IMP on my mail server and it turned out that there is
no Thai translation available yet. So, I decided to translate them by myself.
Currently, I have almost done translating for IMP and I am planning to continue
working on turba and horde itself. Anyway, I have read from the list archive but
I am not sure on how to commit the changes I have made. Should I just post the
th_TH.po file? Please give me some suggestions. Many thanks.
