I use http://poedit.sourceforge.net/ for a few other projects using gettext,
works just fine - not sure if it works with Imp, though (earlier versions
didn't). 
I'm also on Windows XP here at work, currently using gettext for win32,
works just fine
(http://home.a-city.de/franco.bez/gettext/gettext_win32_en.html) - port of
GNU gettext command line tools for Windows.
