[i18n] why not utf-8?

hi there,

i am absolutely new to horde/imp so if my question has been discussed 
for long time and the answer is already fixed, please let me know.

my question is why the character set for html output is not utf-8 while 
horde/imp is for a email client not only for english.

i know some people hate unicode and that might be the reason :-) but 
then how can it display a bunch of subjects written in many languages in 
one html?  my inbox shows some english, japanese, chinese and russian 
and horde/imp shows a bunch of garbage for other than english. 
apparently, horde/imp is not designed to work for this kind of situation 
but why not?
