[i18n] translation.php of horde RELENG_2 extracts wrong message strings

Hi,

I am using translation.php to update the Simplified Chinese translations
of the RELENG branches. I noticed that it extracts strings that are not
intended to be message strings, e.g.:

#: menu.php:37 menu.php:39
msgid "name"

'name' in horde/menu.php is actually just a plain php string.
