[i18n] translation.php of horde RELENG_2 extracts wrong message strings

Another problem of translation.php is that it misses translatable 
strings embedded in double quotes, e.g.:

value="<?php echo _("Cancel Problem Report") ?>"

Is this also a gettext bug? I am using gettext-0.11.4-7, which comes 
with Red Hat Linux 9.
