[i18n] locale-based sort, new suggestion

I don't think it's configurable. But why you placed $nls['rtl']['fa_IR']
=true;  in nls.php? it's exactly the same, the rtl is not configurable too.

I think it's the best place that we can add it, it enables us to add
additional language to this array, and also makes the code more cleaner.
Also when the c-client and lower layer applications fixed the localization
problems, we could omit this easily.
