[i18n] Correcting default theme in login page for rtl languages

Hi All

Login page of imp have incorrect view in a rtl language (Because the rtl
theme don't load in login page for these languages)
There is a patch in attachment that correct this.

Description :
Because in login page, the default ltr theme load for every language, we
changed framework/Horde.php for correcting this behaviour, and now if
user select a rtl language, the default theme will be rtl for he/she (just
for login page) and after login theme changes to users defined theme in
prefs.
