[i18n] Font problem in Persian

We know that there isn't rtl theme any more but is it possible that we
have a theme for our language? because font changes in rtl.css can't solve
all of our problems in displaying characters and we need to another theme
for persian users.
is it possible to change old 'rtl' theme name to 'persian' theme and add
new changes to it for persian users?
