[i18n] How to apply a different language to horde/imp?

Little update:

I used the langtest.php as described in the TRANSLATION documents. Output is 
english and not dutch.
However, I do not understand howto fix this problem. The file 
"../horde3/locale/nl_NL/LC_MESSAGES/horde.mo" does exist.

running "locale" gives:

LC_TIME="POSIX"
LC_COLLATE="POSIX"
