[i18n] Thai translation for IMP

I find that hard to believe.  Using Openwebmail, Outlook or Outlook express
I can read Thai from these e-mails.  Using IMP (which is my preference) of
SquirrelMail, the body of the message is encoded incorrectly.  Both these
programs use gettext.

This is because Hotmail and Yahoo are sending broken messages. This has 
nothing to do with either Thai or IMP.
