[i18n] probleme

Hi


Sorry I've a little problem when i'll whant to compile horde-3.1 
translation.php for the french translation with make option and when he 
whant build the MO and PO files it told me :
couldn't set locale correctly.

before i've done ./translation.php extract

./translation.php compendium
./translation.php init -l fr_FR
./translation.php make -l fr_FR


Is it possible to have some help....
