[i18n] Latvian translation update for GOLLEM 1.0.3 (incl. help)

Hi!

Attached please find help file for Gollem 1.0.3 and corrected lv_LV.po.

Changes made - improvement of msg and usage context.

Q. regarding help - it is clear that some html tags are working in  
help (<b></b> for example), but what about possibility to include some  
picture in help? I found that it is some times hard to describe what  
user has to look for.
