[i18n] Horde 3.3-RC1

The Horde Team is pleased to announce the first release candidate of the Horde
Application Framework version 3.3.
This announcement supersedes the earlier announcement that linked to wrong
files on the FTP server and used a wrong version numbering scheme.
The Horde Application Framework is a modular, general-purpose web application
framework written in PHP. It provides an extensive array of classes that are
targeted at the common problems and tasks involved in developing modern web
applications.
Barring any problems, this code will be released as Horde 3.3.
Testing is requested and comments are encouraged.
Updated translations would also be great.
Horde version 3.3 is a major upgrade in the 3.x release series, including
these enhancements:
* Further stabilized synchronization support.
* Improved vCard parser and viewer including photo support.
* Improved deletion of user data.
* New and improved form fields for images, string arrays, and PGP and
S/MIME keys.
* Added SQL driver for signups.
* Added Basque translation.
* Many improvements and bug fixes.
