Never noticed that and I wouldn't know why (apart from \n \t etc)
For creating your hello world, just run the script shown in
http://wiki.horde.org/CreatingYourFirstModule
my translation workflow is like this:
horde-translation update -m myapp -l de
(update the translation po file for myapp in the de locale)
edit myapp/locale/de/LC_MESSAGES/myapp.po
horde-translation make -m myapp -l de
