[imp] IMP help!!!

INteresting thing is that the IMAP server is running, MYSQL is running and 
so is PHP3. What happens is that when my clients try to login, it takes 
about five minutes before it logs them out. When I lynx, I get this message

  Fatal error: HordeConfigForm is already a function or class in
    ../lib/horde.lib on line 79

What could be going on?

It happend before, but then it just started working.
