It looks like you're just pasting the example command without replacing
<TAG> and <MODULE> with anything.

For 2.3, you don't need a tag, so try:
cvs -z3 -d :pserver:cvsread@cvs.horde.org:/cvs/horde co horde
cd horde/
cvs -z3 -d :pserver:cvsread@cvs.horde.org:/cvs/horde co imp
