[imp] Imap stores messages in mbox file

Assuming U Wash imap server, the best solution is to use the ipop
POP server that is packaged with it. ipop uses mbox too.
The alternative is to recompile U Wash imapd without the mbox driver,
so it uses spool as Inbox. This will have an effect on spool disk
usage and I/O, and will strand mail in existing mbox files, so work
out a plan before just doing it.
This isn't really an IMP issue, but IMP leads POP users to use IMAP
for the first time, so they see it as a problem caused by IMP.
