[imp] imp-2.2.3 and PHP4

That was largely because (1) the Red Hat ones didn't have MySQL, and (2)
there were bugs in 3.0.15, 3.0.16, 3.0.17, ... :-) that affect Horde/IMP
badly.

Both of these are non-issues with the new PHP 4 packages included with Red
Hat 7.  I've had good luck with these using the HEAD (2.3) version of IMP
so far... it may be that we won't need Horde-customized ones in the
future.

A much better (faster) built-in word-wrap function is one that comes to
mind.
