No, we're moving to gettext (a completely different system) in 2.3.

If you select a language on the login screen, IMP uses that. If your browser has
a preference for a language (HTTP_ACCEPT_LANGUAGES), IMP will honor that if that
language is available.
All you need to do is define the language in config/lang.php3, and then copy the
locale directory over from a known one (like locale/en/) and translate
everything.
