If the vaguest of vague memories serves me, that's an error I got
when trying to use PHPLIB with IMP 2.0.x

Are you sure you grabbed the right trees from CVS?  If you really
don't need the fixes since 2.2.3, you might be better just grabbing
the tarball for that and installing it.
