[imp] user mailboxes get empty using imp.

Which POP3 and IMAP servers are you using?  If one is from the UW-IMAP
package and the other is from somewhere else, there are a few problems
that can cause symptoms like this.

What do you mean by "caught in their home"?  Their home directory?  Where
is their mail normally stored, and where does it end up after IMP is used?

Are you sure the mail is actually moving?  Perhaps the "Status: " flags on
the messages are getting set such that your POP3 server no longer picks
them up?  Or, perhaps your non-IMP mail client is set to only View New
messages, and again "Status: " flags are the issue.

Lots of possibilities.  :-)  You'll have to dig around a little bit to
figure out what is happening.
