Sounds OK.  (Apache 1.3.14 I assume.)

secure.sh locks the permissions down on test.php3 -- you have to "chmod
a+r test.php3" to open them up to use it again.

So, for IMP 2.2.x, you visit test.php3 (and make sure everything's green),
and then do the "Click here to test PHPLIB"... make sure that page comes
up OK, and that the counter increments when you refresh it.
