Please always say what version of Horde/IMP you're using when you report
problems.  (Actually, Apache, PHP, database, IMAP server, ... too.)

Assuming you're using IMP 2.2.x, there isn't a configuration option;
however, help is very modular, so you could go into horde/lib/horde.lib
and basically remove all the code that does anything.  Should work.
