Help with users

I setup IMP along with horde. Now I am trying to create new users only I
have no idea how. To my understanding all of the users were supposed to be
created in a database, but it seems to me that they have to be an actual
account on the box. Also I thought it was possible to give certain users the
ability to create users themselves. I would appreciate any help that you can
spare. Thanks
