I'm sure that's a general rule of thumb if you have a single
machine. It's about as far away from standard practice as you can get
in the enterprise, though -- just like you wouldn't have a company
with only one person with signing authority, or a company with only
one person with access to the boiler room. On the other hand, if you
have a professional system administrator who you can't trust with the
root password, I find termination of employment considerably more
productive than sudo. It's a social problem requiring a social
solution, not a technical one.
