1. This has not really to do something with IMP.

2. Cyrus accepts mails until the user is over quota.
For example:
	If the users mailbox is at 1 byte under quota the next incoming mail is 		
	still accepted, even if its size is 1M.
	After this last mail cyrus should stop delivering to this mailbox (if 
	you don't call deliver with the option "-q")
