[imp] IMP and PHPLib

This looks suspiciously like you are using an external PHPlib instead of
the one bundled in the Horde distribution (in the horde/phplib
directory).  Use the bundled one, and read all the documentation.

The last suggestion is especially useful - everything you need to do to
install IMP is actually written in there :-)
