/horde/test.php3 error

I am getting this error when I run the test.php3 over the web:

Warning: Failed opening '/home/httpd/horde/test.php3' for inclusion
(include_path='/home/httpd/horde:/home/httpd/php') in Unknown on line 0

I believe that the problem is related to the settings in the
/etc/httpd/php.ini file and in particular here,

include_path ="/home/httpd/horde:/home/httpd/php"

does anyone see any problems here or have any sugestions as to what my
problem is?
