did you read /horde/docs/INSTALL ?
everything you describe here is listed there ;)
add /usr/local/lib/php to the include-path in your php.ini-file

PEAR is the standard library for php similar what CPAN is to perl.
Pear is contained in actual php releases and typically installed 
in /usr/local/lib/php. If it's not there, get it. If it's there you've got to 
change the include_path in php.ini to .:/usr/local/lib/php
