This was a typo; the file actually missing is (was?) conf.php. Make sure you
copy all of the .dist files when you install.

That shouldn't be true anymore. You'll need to change the definition of
HORDE_BASE in imp/lib/base.php, and you'll have to change paths in
horde/config/registry.php, but it should work.

You might want to check the archives (dev list also) about problems with the
preferences system. If you're using preferences, make sure that you have
different realms (in config/servers.php) set for the two servers...
