Sorry, I tried to ask you what variable you are talking about.
I put "$conf['prefs']['params']['protocol'] = '';" into 
horde/config/horde.php and that seems to solve the problem.

BTW: Doesn't the $conf['layout']['menu'] in horde/imp/config/conf.php 
work?  It didn't work for me, but the menu_images switch works fine.
