[imp] IMP(cvs) login problems

By this I assume you mean HEAD (2.3.x); if you mean STABLE_2_2 (2.2.x)

Does your IMAP server log have any errors (and, is IMP even trying to
connect to the IMAP server)?  Can you log in using the same login and
password using a different mail client?

Just a note that if you're using 2.3.x you won't need PHPLIB for
Horde/IMP, and if you're using 2.2.x you MUST use the PHPLIB that comes
with Horde/IMP (horde/phplib).
